  15. <p>     "We're not in the business of targeting Saddam Hussein,"
  16. President Bush insisted during Operation Desert Storm. But that
  17. did not stop people from weighing the practical and moral
  18. aspects of assassination as a weapon in wartime. And according
  19. to U.S. military attack plans obtained by TIME last week, it
  20. wasn't for lack of trying that American forces failed to kill
  21. Saddam during six weeks of unrelenting aerial bombardment. The
  22. targeting documents, including some dated Jan. 14, 1991, two
  23. days before the bombing began, list the "Baghdad Presidential
  24. Palace," the "Taji Presidential Retreat," a few miles north of
  25. Baghdad, and the "Abu Ghurayb Presidential Grounds," near the
  26. Baghdad airport. At least two of these sites were struck by U.S.
  27. aircraft--but through a combination of luck, ingenuity and
  28. frequent changes of residence, Saddam managed to emerge
  29. unscathed.

  31. <p>     Since 1976 U.S. policy has banned assassination attempts.
  32. The Pentagon repeated last week that "per Executive Order, we
  33. did not target the person of Saddam Hussein." The sites that
  34. U.S. forces did bomb--bunkers, command posts, presidential
  35. palaces--were "instruments of Iraq's military command
  36. authority," said a Defense Department spokesman.
